ESCO projects are being promoted by VIPA with EBRD support and EU funding

On the 3rd of December of 2014 Lithuanian Public Investment Development Agency (VIPA) and European Bank for Reconstruction and Development (EBRD) signed an agreement for consultancy services project “Supporting the Development of the ESCO Market in Lithuania: Preparation of standardized typical documents and tenders for ESCO energy efficiency projects in Lithuania”.

 

The project aims to support and develop the ESCO market in Lithuania. This will be done by preparing standardized typical documents and tenders for ESCO energy efficiency projects and providing financial support for technical preparation via potential investments in pilot projects in Lithuania.

 

The objective of the project in Lithuania is to enable private ESCO’s to scale up their commercial energy efficiency projects and reduce greenhouse gas emissions by improving efficient use of energy in public buildings, first of all public buildings owned and occupied by central government,  hospitals, public offices and other.

 

A consulting firm, KPMG Baltics, UAB with partners Glimstedt, a Law firm, and Ekotermija, UAB, was selected to deliver the objectives and tasks of the agreement.

 

The project benefits from financing by the CIP – Intelligent Energy Europe Programme under EBRD-ELENA (European Local Energy Assistance) Facility. ELENA is a European facility providing financial and technical assistance to help local and regional authorities attract funding for sustainable energy projects. The project in Lithuania will run from 2014 until 2017. VIPA is the first public body to receive funding from EBRD through ELENA programme. ERBD is one of five institutions responsible for implementing ELENA programme.
