VIPA HAS PRESENTED GOOD PRACTICES IN ZAGREB

VIPA has presented in Zagreb (Croatia), within the framework of an interregional meeting of the project BUILD2LC (Boosting low carbon innovative building rehabilitation in European regions), several good practices in the field of sustainable rehabilitation and construction; these good practices, learned thanks to the experience with (Cohesion Promotion Operational Programme and Multiapartment buildings modernisation programme), could be replicable and useful for the rest of the project partners.

 

VIPA has attended to this meeting together with the rest of the project partners:

  • SPAIN: Andalusian Energy Agency (AEA)

  • POLAND: Rzeszow Regional Development Agency (RRDA).

  • UNITED KINGDOM: Severyn Wye Energy Agency Ltd (SWEA).

  • CROATIA: North-West Croatia Regional Energy Agency (REGEA).

  • SWEDEN: Region Jämtland Härjedalen (RJH).

  • SLOVENIA: Local Energy Agency of Gorenjska (LEAG).

  • SPAIN: Andalusian Institute of Technology (IAT) - Advisory Partner.

During an interregional meeting of the project BUILD2LC VIPA has presented some identified good practices:

  • Increased public awareness in the field of multi-apartment building renovation process. Housing energy saving agency (HESA) was established which is responsible for providing support with project/program preparation and implementation, monitoring process, administration of the state subsidy provided to the project and etc.

  • Improved quality of construction works.

  • Involvement of municipalities in multi-apartment building renovation process. Municipalities prepared worst energy performing buildings list and appointed renovation administrators which were responsible for provision all the administration service.

This first interregional meeting of the Build2lc project held in Croatia, (after the kick-off meeting held on Seville in May) was focused on the exchange of good practices among partners and several activities related to the four fields of the Build2lc project: new financial instruments, encourage the demand and promotion, improve the skills of workers of the sector and innovation. The ultimate objective of the Interreg projects is facilitating the interchange of good experiences among the participating regions and, this way, to gain a positive influence on the design and elaboration of local policies.

 

Project´s partners had the opportunity to know the state-of-art of sustainable construction in each region, as well as the main barriers, needs and opportunities; this will facilitate the bilateral cooperation among Build2lc partners and regions.

 

As an integral part of the meeting, the host partner (North-West Croatia Regional Energy Agency, REGEA), organized two study visits to some Croatian good practice examples:

 

Energy Centre Bracak, an example of successful repurposing of a historic Manor house in public ownership through the desing of an innovative an useful concept for the use of the space as well as the application of new technical solutions on a buiding under cultural heritage protection during the energy rehabilitation process. This historic house will be the future headquarters of REGEA and will enjoy a B-class energy certificate despite being built more than 150 years ago.

 

The second study visit was to three reconstructed public building of varying purposes (nursery, city office, home for the elderly) within ZagEE project, as examples of the successful identification and use of new financial mechanisms for funding energy rehabilitation of public buildings as well as the application of different technical solutions depending on the purpose the building serves. ZagEE is an ambitious project lead by the Zagreb municipality to lower the consumption of energy in municipal buildings.

 

BUILD2LC

 

The main objective of the BUILD2LC project is to increase the energy rehabilitation of buildings to reduce energy consumption and to enhace policies to favour the creation of a market of specialized companies in this sector.

 

The project, that has a budget of 1.658.987 euros, is part of the Interreg Europe programme and will be co-financed with European Regional Development Fund up to 1,384,645.15 € (83,4%).

 

In addition to the main objectives, the project aims to encourage the demand and promotion of investment, facilitating that citizens undertake energy rehabilitation activities, promoting the competitiveness of the business sector, to improve the skills of workers aimed at new market niches of energy rehabilitation of building, encourage innovative solutions and eliminate barriers that impede the rehabilitation of building, especially those of a normative or administrative nature.
