   Horizon2020 PROJECT guarantEE

 

On 1 April 2016, VIPA launched 3-year project Energy Efficiency with Performance Guarantees in Private and Public Sector – guarantEE. The project was allocated funds according to the EU funding programme Horizon2020. The project is being coordinated by the Berlin Energy Agency, the entire project team is composed of 14 organisations from different European countries.

 

This project is aimed at finding the answers to the resolution of the building’s owner–user (manager)–energy efficiency service provider (hereinafter referred to as “ETPT”) dilemma which arises when refurbishing buildings by use of ETPT. When the owner of a building is not also the user (manager) of the building, lower consumption of thermal and electrical power in a building, where the user of the building settles with the heat and electricity suppliers directly, can be an insufficient incentive for renovation of a building. A classical ETPT model operates on the basis of the principle that benefit received through renewal of the building is shared by the owner of the building and ETPT. For the ETPT model to function well in practice, when the owner of the building is not the building’s user (manager), it is necessary that the benefit of the project on the renovation of a building was shared among all three parties.

 

One of the most important tasks of the project is to develop a financial model to help solve the owner of the building–user (manager)–ETPT dilemma and to adapt it in practice by implementing and funding the renovation of buildings by means of the ETPT model. It is planned that 33 pilot projects with 2 of them in Lithuania will be implemented within the scope of this project.

 

Total savings of the primary energy of this project will amount to 78 GWh, reduction of greenhouse gas emissions will annually amount to 1,800 tons, and the attracted investments will exceed EUR 11 million.

 

On 9 September 2016, the first newsletter of the project guarantEE was distributed; it was intended to inform about the project and about the energy efficiency initiatives implemented in Europe.
