Energy Efficiency Fund (ENEF) (hereinafter - Fund) was established on the 18 February 2015 by the Ministry of Finance, the Ministry of Energy and Public Investment Development Agency. Public Investment Development Agency was appointed as the manager of the Fund.

 

The Fund implements two financial instruments: loans for financing renovation of central government buildings and guarantees for loans granted by commercial banks for street lighting modernization projects. It operates under the program approved by Lithuanian Government which aim is to increase the energy efficiency of public buildings for heating and lighting, to ensure the effective use of the State funds allocated to the improvement of energy efficiency of public buildings, to reduce emission of greenhouse effect gas (CO2) and to ensure the compliance of central government buildings with hygiene standards.

 

Preferential loans for central government public buildings renovation from ENEF fund with the aim to  increase energy efficiency is to ensure the obligation of European Parliament and Council Directive 2012/27/EU for the period of 2014-2020 every year to renovate at least 3 percent of  general state area owned and used by central entities for heating and (or) cooling ​​public buildings and to meet minimum energy efficiency requirements: to achieve at least the energy efficiency class C and to reduce the energy consumption of the central government public building at least 30 percent.

 

The fund manages 80 mln. euros. Up to 65 mln. euros are provided for the modernization of central government buildings and up to 14,5 mln. euros for street lighting modernization projects. Due to loans and guarantees financial instruments later returned funds will be re-invested in new energy efficiency projects and thus more projects will be financed.

 

It is planned that the Energy Efficiency Fund will operate until at least 2030.

 

The implementation of these financial instruments promotes energy service companies (hereinafter - ESCO) market in Lithuania. Commercial banks are also encouraged to participate in energy efficiency projects as financing bodies.

 

There are two ways for financing central government public buildings:

 

  1. When the manager of central government building is a budgetary institution VIPA provides 80 percent preferential loan of the value of contract work to it. The 20 percent of the contract work is given as a loan by ESCO. ESCO is selected by public procurement procedure. The manager of the renewable building signs a contract on ESCO services with ESCO. VIPA signs a loan contract with ESCO.

  1. When the manager of central government building is a public institution or a manager of centrally managed state property and intends to borrow directly from the ENEF, VIPA provides 100 percent preferential loan of the value of contract work to the manager of the building. The contract work is purchased by public procurement procedure.
