VIPA issues guarantees to commercial banks and institutional funders that grant loans for renovation of public buildings and modernisation of street lighting. Since 2015, in cooperation with the Ministries of Energy and Finance of the Republic of Lithuania, VIPA has set up the Energy Efficiency Fund (ENEF) the scope of which contains the implementation of projects on street lighting.
Applicants: municipalities or municipal enterprises.
Financial instrument: guarantee which can be issued by VIPA from the managed ENEF.
Guarantee providers: commercial banks, ESCO or other creditors that have provided funding for the projects on street lighting.
The instrument is aimed at attracting private funds to the projects on modernisation of street lighting by assuming part of the risk and facilitating lending conditions set by lenders.
